While public participation at Board meetings is not required under the Open Public Meetings Act, it is the Board’s customary practice to allow such participation with respect to specific, pending agenda items. Any organization, group or individual from within or without the University may be recognized to be heard only on agenda items approved in accordance with Section I.B. Notice and Agenda of Open Meetings of the Bylaws of the Board of Governors of the Corporation (Amended July 14, 2006), provided that requests to be heard shall have been registered with the Secretary of the University at least twenty-four hours before the meeting. Presentations shall be subject to reasonable time limits. Speakers who are recognized by the Chair will normally be permitted to speak for three minutes. Time limits may be revised at the discretion of the Chair of the Board. Due to time constraints, ordinarily the number of such speakers at any one meeting will be limited to five.
I would urge any person attending in any capacity to represent their cause well.
It's still unclear which, if any, athletics-related topics will be on the agenda. However, if the board does plan to discuss critical issues such as stadium expansion, it's important to be heard on this issue.
