Judge was once a five star recruit, who decided to leave Frank Martin's team in the middle of this season. He'd have two years of eligibility remaining, and would likely have to sit out this season. Also in the article, it states guard Maurice Aniefiok may visit on the weekend of the 22nd. It's clear Rice is trying to get as much talent into the program as quickly as possible.
